Flora may be one of the 'final 3' in Dragon Song, but she really isn't Tier 2 material. She should've been Tier 3. It doesn't help Flora was effectively useless most of the time. (I usually equipped her bow that /sometimes/ fires 3 arrows on the hopes she might fake some usefulness now and then)
