Yeah, it's pretty obvious that whoever wrote this isn't overly familiar with the rest of the series. My guess is that they just played a bit of the beginning of Lunar Legend to see how it was different, and didn't realize that Ramus was the only character not getting status boosts at level-ups. That would explain both that statement and where they claim that visible enemies and icon-based menus are new additions to this version.
