I thought about this some myself but personally I don't find it creepy. They aren't blood related and obviously don't see each other as if they were, otherwise they'd find it awkward.

Seeing as the truth of it is 'Luna=Althena' and 'Althena makes the rules' it's not creepy because nobody's in a position to argue with the goddess.

I always sort of had the impression that Alex's parents, although they obviously didn't know anything about Luna's "lineage", they knew that Alex and Luna were meant for each other right from the start. Although they would raise Luna as if she were their daughter, I'm sure Luna and Alex were not raised as "siblings", per se, as in Alex's parents' eyes, they were betrothed, perhaps by Althena herself (again, not knowing of the circumstances leading up to Luna ending up with them).
