So what exactly happened with this cart?

Top: U.S. Lunar Legend cart.
Bottom: ????

Is this a different version from like, another country or something?

Odd...

My first guess is that the bottom one is bootleg (no "Nintendo Seal", no ESP logo, yet it still has the E rating). But I'd have to have more information than just the photograph, so I can't say for certain. KF

Just in case it wasn't clear, that definitely is not the Japanese one. I think Kizyr's probably correct. The only other explanation that would come to mind is if it were an early version or something, like a prototype or review copy; I know some went out before the game went into production but would have assumed they'd have been flash carts. What's the photo from?

Yes I also knew it wasnt the japanese cart.
AND I found this on ebay, only like 3 times from different sellers though.

This is illegal release of Lunar Legend, and i'm 100% sure of this. GBA have a lot of illegal game releases that u can find on eBay.

It's pretty easy to tell which cartridge is illegal version. For example "GAME BOY ADVANCE" words on original cartridge:
