This isn't really anything new. A lot of hip-hop songs use background melodies and beats from older songs. Just, this is using one a bit more obscure.
I mean, it's happened so many times before...
- MC Hammer's U Can't Touch This, beat came from Rick James' Superfreak
- Vanilla Ice's Ice Ice Baby, background riff was from Under Pressure
- Puff Daddy's Every Breath I Take... well, obvious, and he said straight up that it was an homage, not a ripoff; Sting has no problems with it
- Grandmaster Flash - The Message... a lot of later rap songs used the bassline from this (I think I heard it in a Will Smith song and another one in Brazil)
There are a bunch of other songs I know borrow beats and melodies from other places. One of my favourites, Grateful Days by Dragon Ash, uses an opening and beat off of a Smashing Pumpkins song. Doesn't mean it's bad, just that part of it was composed by someone else. KF

Animes no different, look at The Big O. They completely used the background song to Queens' Flash Gordon.
