Get the rock in front of the White Dragon's Cave after beating the Red Dragon. From there, put the step back in Delrich Temple. Then you can enter.

The actual location of the WDC is east of Perit Village.
Don't blame me, Lucia promised me lots of snuggles and cuddles if I would be her PR guy.
