East Meryod Cave is definately a good place. There's an Althena's statue inside!

That was the good thing about east, I'm over in west right now training and getting everyone to level 30 then i'm gonna go try the black dragon.

yeah, I'm using just wind cutter and gale cut to beat them all.

Not to sound dumb, but like im in the cave right after you get flora and i have all like lvl 25 cept flora and shes like 20. Are my people lvls high at this point or is the dragons like really close to where i am?

Jian was 23 when I finished the Frontier and had no problem, so you're probably okay. If problems do arise, you may want to get the items from some of the blue chests in the area.
